Dr. Reham ElMorally is a policy strategist, academic, and author whose work connects innovation, entrepreneurship, and inclusive economic development. She is Head of Public Policy and Research at Entlaq Holdings, Assistant Professor in Global Affairs and Public Policy at the American University in Cairo, and Gender Studies Collection Editor at Lived Places Publishing.
At Entlaq, she has directed more than 22 research and advisory projects, including national entrepreneurship diagnostics and initiatives with UNDP, UNIDO, and GIZ. Drawing on research across five countries, she translates complex evidence into practical policy recommendations and investment insights for governments, development partners, and businesses. Her expertise spans startup ecosystems, climate technology, digital agriculture, and women’s entrepreneurship, with a focus on removing barriers that prevent innovation from delivering economic and social impact.
Across her work in policy, academia, and publishing, Dr. ElMorally follows a guiding philosophy: “looking for the silences”; asking whose experiences are missing from the evidence, whose perspectives are absent from the classroom, and whose stories remain unpublished. Inspired by Simone de Beauvoir, she approaches self-knowledge and the pursuit of understanding as acts of courage that demand questioning inherited assumptions. Whether advising institutions, teaching future leaders, or championing authors, she brings overlooked perspectives into the conversations that shape knowledge, opportunity, and change.
